It's a flanking maneuver... moving for cover to get a different angle on him (just haven't arrived where I want her to be yet); force him to fire at two widely different angles (not that that's modeled in the game, but she does have a knowledge tactics skill she's trained in...). She's not typically a reckless person. 

I was just RP'ing a little character beat... it wasn't meant as a commentary on your tactics.
